What a simplified tax invoice must contain

A simplified tax invoice is the document a business issues to an end consumer at the point of sale, as opposed to the standard tax invoice issued business-to-business. Phase 1 of the e-invoicing mandate requires taxable persons to issue it electronically in a structured form carrying a minimum set of fields.

  • The title "Simplified Tax Invoice"
  • Seller name and 15-digit VAT registration number
  • Issue date and time
  • A sequential, non-repeating invoice number
  • Description, quantity and unit price per line
  • Taxable amount, VAT at 15%, and the total including VAT
  • A QR code carrying the five mandated fields

What the QR code actually contains

The Phase 1 QR is not an image of a link. It is a TLV (Tag-Length-Value) byte string, Base64-encoded, carrying five tags: seller name, VAT number, ISO 8601 timestamp, total including VAT, and the VAT amount.

Arabic seller names must be encoded as UTF-8, and the TLV length byte counts bytes rather than characters — the single most common reason a QR fails validation in tools that assume ASCII.

Checking a Saudi VAT number

A Saudi VAT registration number is 15 digits, beginning and ending with 3. That format check catches most typing errors, though it does not prove the number is actually registered — only ZATCA can confirm that.

Phase 2 is deliberately out of scope

Phase 2 (integration) requires cryptographic signing, certificates and a direct connection to the Fatoora platform. That is server-side work and cannot honestly be done inside a browser. This tool covers Phase 1 only.

Is it really free?

Yes — completely free, permanently. There is no paid tier, no premium plan and no ads, no limit on invoices, and no signup or email required. Every feature — batch invoices, all five templates, custom colours, the QR decoder — is available to everyone at no cost.

Why is it free? What is the catch?

There is no catch. The tool runs entirely in your browser, so there is no server to pay for and no data to collect or sell. Running it costs the price of a domain name. And because nothing is uploaded anywhere, there is nothing to turn into a product to sell in the first place.

Where is my data stored?

In your browser only, in local storage on your device. No server receives invoice data — open the network tab in your developer tools and check.

Is the resulting invoice legally accepted?

The tool produces an invoice carrying the Phase 1 fields with a structurally valid QR code. Responsibility for the accuracy of the data and for your business compliance remains yours; check with your accountant.

Can I generate many invoices at once?

Yes — the batch page takes a CSV and returns a ZIP of PDFs.

Why is the PDF text not selectable?

The invoice is rasterised through the browser engine so Arabic letters are shaped and ordered correctly. Use the Print / Save as PDF button if you need selectable, searchable text.
