What the invoice must contain

Requirements differ in detail between countries, but the core of a commercial or tax invoice is consistent: seller and buyer identity, a sequential number, an issue date, line descriptions, and amounts before and after tax.

Qatar does not currently levy VAT; invoices are issued as commercial invoices.

Qatar has no VAT — and "no regime" is not "zero-rated"

As at this page’s last review date, Qatar does not apply a general value added tax. A Qatari invoice therefore carries no VAT line and no VAT registration number.

There is a distinction here that is widely collapsed and that has a practical consequence: "there is no VAT regime" is not the same as "zero-rated". Zero-rating means the supply is inside the VAT system at a rate of zero, and registration and filing obligations still follow. In Qatar there is no system at all, so there is neither a line nor an obligation.

In practice: do not put "0%" in the tax field on a Qatari invoice. Leave the tax line as it is — absent.

Qatari e-invoicing: a draft law approved, and no published timetable

At its 17th ordinary meeting of 2026, held on 6 May 2026, the Council of Ministers approved the draft e-invoicing law together with its draft executive regulations, prepared by the Ministry of Finance in coordination with the General Tax Authority.

What follows from that needs stating precisely: it remains a draft. No law has been published in the Official Gazette, it does not appear in the General Tax Authority’s register of laws, and no phases or start dates have been published.

Dates such as "1 January 2027" that circulate in advisory commentary are anticipation rather than announcement. We do not present them here as a start date, and no plan should be built on them.

What actually applies to businesses in Qatar today

Excise tax applies, and its law was amended by Law No. (2) of 2026, in force from 6 July 2026. The amendment brought sugar-sweetened drinks into the excisable schedule and moved them from a percentage-of-price basis to a tiered volumetric model based on sugar content per 100 ml. Other rates are unchanged at 100% for tobacco and energy drinks.

A 5% withholding tax also applies at source on the gross amount of royalties, interest, commissions and consideration for services performed wholly or partly in Qatar, paid to non-residents in respect of activities not connected with a permanent establishment — under Article 9(2) of Income Tax Law No. 24 of 2018, subject to tax treaty relief.

It is not withheld on amounts paid to a holder of a tax card or to a person registered with the Qatar Financial Centre. If you deal with a supplier outside Qatar, this is the item that may change what actually reaches them — not VAT.

The currency follows the selected country, including the three-decimal Gulf currencies (KWD, BHD, OMR).

Is there VAT in Qatar?
